Expanding notification for upload limit - ux - Discourse Meta

Normally , users just upload big files and they get this prompt or notification; What I want to happen is to expand this notification that say’s e.g “why not use dropbox , google drive etc., and come back to share the link?” I want to know where /what file do I need to bring up to edit and expand the notification. nb. increasing the upload limit is not an option
